Cooperative And Responsible Internet Naming Network

We postulate that the problem with the global Domain Name Service/System (DNS) is that one entity tries to control more than one domain.

We believe that this single, non cooperative control, was the major problem in the ARPA, the DoD, the DCA, the DARPA and the NSF. This was carried over into Network Solutions (NSI), ICANN and furthermore it is being carried over into each one of the "Alternate Root" system structures causing most, if not all, to fail with time.
(Note: The Alt Roots do not have the resources of the USA government to keep them afloat.)

We further postulate that the current legacy ROOT servers do not exist and therefore does not provide cooperative ROOT DNS services in an effective and timely way.

We propose that and experimental system. the CARIN Network, be established in a cooperative manner, that fosters a cooperative effort within the CARIN Consortium.

We further propose that the CARIN Network collectively be referred to as "The Cooperative Name Space."

  2. We must establish an actual cooperative, CARIN ROOT Server which has no other function.
  3. The CARIN Consortium MUST be Cooperative, Open, Transparent, Inclusive, Representative & Accountable.

Some would ask how we can be inclusive with our requirement of one domain (TLD) per entity...

To that we would simply wonder how you can be inclusive with one who believes the should, or in fact do, own it all?

We believe that a CARIN Network is vital to the growth and expansion of the Internet. Of course there are many who do not agree with me, and even more that believe cooperation is impossible!

Those of us who saw the birth of the Internet may have forgotten the days of host files. How through cooperation we passed around information and fed it into our host files - all without anyone telling us we had to this or do that or this was possible or that is impossible.

We can imagine a great and CARIN (caring) Cooperation rising up like a tsunami approaching the shore hundreds of feet tall. We have imagined the Internet like an ant colony or a bee hive with tens of thousands of of individual workers all doing their own part to make the whole greater.

Imagine 10,000 people and businesses running 10,000 top level domains in languages all over the world, all cooperating so that everyone resolves! That is what We can imagine a CARIN Consortium can build!

Of course there are some, maybe even a lot, that believe that to accomplish so much with such a somple idea is really impossible. There were many that said the same about ARPANET and we are sure life would be different if Edison has failed to invent the Electric Light 1999 times instead of 2000 - for then he would have given up on his simple idea and we would all be in darkness!

Perhaps you think this is just nonsense... That was heard before at ARPANET when few, if any, could actually see the vision of the Internet as we know it. We just wanted to make things work, and make things better. We dared to believe in nonsense!

That is all we am asking you to do, have a little confidence that this MIGHT work! Decide to be active in making it work and making it better for the good of the whole. Take on a CARIN attitude and put some of yourself into this.

Perhaps you believe in the ICANN (Or I-Cann't Root) or one of the ICANN wannabes... That is ok! We welcome you to be a Cooperative part of the CARIN Consortium also. After all...

We are sure that there are those people who will just love this idea. It is simple, easy to understand and it puts the power and control back into the hands of the little people where it belongs.

Likewise we are sure there will be those who hate this idea. Perhaps they have invested a lot of money or many years of time proving that being like ICANN will not work without the USA Government backing you up. We likewise welcome you to have a hand in the Cooperative CARIN Consortium also. Why not just build one TLD in the CARIN Network just to see if you can manage it. It is much harder building the future than you think!

Of course there will be those that are just indifferent. Surely ICANN themselves will be at first. Just look at how indifferent they were with the .biz TLD? Can anyone expect them to greet and welcome us with open arms? But what ICANN doesn't know is that we are here to stay. In the Philippines we have a Phrase, "People Power!" You see, no government can stand for long against the power and will of its people. The movement that is Carin' about the people is the one that will lead by being a servant.

We also welcome ICANN in the Carin' Cooperative Consortium. We believe ICANN MUST EXIST at this time. We position the Carin' Network as an experiment. We accept that, for the time being, ICANN TLD's MUST have a higher priority than any others.

We advise our members to not even consider TLD's they know are in the ICANN Que. We do not worry about collisions because in the Carin' Network, collisions are impossible - we have eliminated them before we even started!

The Carin' Consortium is all about Cooperation. We are a no frills bunch of technical people who can see the future is not in the ways things have evolved so far. The future is in a stable DNS structure that works! As a no frills group, we seek to make things work and make work them better!
