Cooperative, Open, Transparent, Inclusive, Representative & Accountable

"Don’t kill your dreams - Execute them!"
  ~~ David ben David ~~

Cooperative:

The Internet was built on cooperation. Without it, nothing would have been done.

It is our belief that to make any significant change will require the cooperation of a great many, some number more than the majority.

In order to gain that cooperation The CARIN Consortium must prove a number of things including (but not limited to):

  1. Proof of Concept
  2. Design Superiority
  3. Reliability
  4. Interoperability
  5. Cooperation

Even with the mindset to replace the Names Authority of ICANN, we must fully cooperate with ICANN as the Present Naming Authority.

"We need men who can dream of things that never were."
  ~~ John F. Kennedy, speech in Dublin, Ireland, June 28, 1963 ~~

Open:

By establishing set standards which apply to all, The CARIN Consortium must allow everyone an open opportunity to participate.

For example, a women's network called .babay (female) in the Philippines needs as much right to exist, in fact co-exist, with a new .shop or even .com and .net

"There are those who look at things the way they are, and ask why... I dream of things that never were, and ask why not?"
  ~~ Robert Francis Kennedy ~~

Transparent:

The dealings of any body in such a world wide endeavor must be completely transparent.

Hidden agendas, secret deals and the likes have no place in such a public trust as this. Such under the table or underhanded dealings as this are counter productive to our primary mission of cooperation to make things better.

The CARIN Consortium will not allow anything to be done out of the public eye qith full disclosure.

"Dreams help me paint my life's canvas with colors I might not see in the day."
  ~~ David ben David ~~

Inclusive:

The CARIN Consortium must seek to include all who would like to be included at the top level of the Internet on a cooperative basis.

We believe this includes (but is not limited to):

  1. Persons (natural and legal) who would like to run a Top Level Domain on the Internet.
  2. Governments that promote cooperation on the Internet.
  3. IANA sponsored domains (.arpa & .int)
  4. Existing Legacy gTLD domains
  5. Country Code ccTLD domains
  6. Existing country domains (like China)
  7. Alt-Root Domains that wish to convert to the Cooperative Name Space (cTLDs)

Representative:

Representation shall be a board of directors elected by our members on a one vote per member basis.

A government consultation group of government representatives will be responsible for presenting the governments' views and positions on matters for the full membership to vote on.

Our founders will each have a permanent non-elected honorary seat on the board and an exclusive honorary Founder's one vote each.

Accountable:

"... note that the choice of domain names must be administratively controlled
and the highest level domain names must be globally unique."

RFC 805 - 8 February 1982 - J. Postel

The CARIN Network True Domain Root is in effect representative to every user of the Internet in the world.

We must therefore be ACCOUNTABLE to each Internet user worldwide.

This worldwide Accountability is one of the most important reasons for the switch from the USA government controlled ICANN to a Cooperative, Open, Transparent, Inclusive, Representative & Accountable CARIN Network.

Note: The concepts of "Open, Transparent, Inclusive, Representative & Accountable" were borrowed from the PublicRoot Consortium (http://www.publicroot.org/). We share many ideals with the PublicRoot Consortium, however we believe the most important issue is that of cooperation. We hope the PublicRoot Consortium and other Alt-Roots will come to believe in cooperation and a one vote, one member, one cTLD point of view.
