Cooperative And Responsible Internet Naming Network
(CARIN.Net)

The CARIN Consortium views itself as a cooperative Internet Root standards body. Our main goals are Cooperation, followed by security and flexibility.

1) MEMBER - One Domain (cTLD)

Any person (natural or legal), under the law, may become a member and register ONE Cooperative Top Level Domain (cTLD) for the purpose of registering Second Level Domains. The policies and use thereof shall be decided upon by the cTLD holder, within the law. Provided further that legal persons will name one natural person who will be deemed in control of that cTLD for voting and other purposes and said natural person may not be associated with any other cTLD.

2) MEMBER Governments (mTLD)

The CARIN Consortium recognize member governments rights to establish mTLDs within their own language and for purposes withing their country. The CARIN Consortium will help member countries establish standards compliant mTLDs

Member governments will establish policies or laws to insure the Internet Services Providers within their countries are resolving on the CARIN Network.

3) Non-Member Governments (nTLD)

The CARIN Consortium recognize non-member governments rights to establish nTLDs within their own language and for purposes withing their country. When possible the CARIN Network will try to resolve these nTLDs

We shal have as a policy an effort to convert nTLDs to mTLDs.

4) Non-ICANN Roots (aTLD)(Alt-Roots)

The CARIN Consortium will give priority For Non-ICANN Roots to convert their WORKING aTLDs to CARIN Network cTLDs based on the following:

  1. They meet the CARIN Consortium technical standards
  2. They convert their aTLDs to be one cTLD per person (natural or legal)
  3. They cooperate with other members of the CARIN Consortium.

The CARIN Consortium holds nothing against any aTLD or alternate root that may not wish to, or choose not to, cooperate. However, we believe this, being their choice, excludes them from the the Cooperative Name Space.

5) Universal Resolvability

The CARIN Consortium accepts that universal resolvability is one of the key design elements of the DNS. Universal resolvability means the ability to find the same answer to the same query from anywhere on the public Internet as defined by a majority of Internet users.

We accept the DNS design for a Single Authoritative Root as a part of the DNS design hierarchy.

6) ICANN (gTLD)

The CARIN Consortium takes the position that ICANN has failed to establish the Single Authoritative Root required by DNS design hierarchy. The group of "Root Servers" ICANN has implemented should not be considered to qualify as the "Single Authoritative Root." They are in fact, simply Top Level Domain servers that provide a PseudoRoot or quasi-root with the intent of keeping control of the Internet.

We believe a true Internet Root does not exist at this time. A true Internet Root needs to be Cooperative, Open, Transparent, Inclusive, Representative & Accountable. ICANN cannot embrace these features given its control by other agencies.

Nonetheless, the demands of universal resolvability require that we accept the ICANN Authority for the moment while we wait for a true Internet Root to be formed.

We strongly believe the CARIN Network is the forming, permanent and cooperative Internet Root of the Future.

However, we position the CARIN Network True Internet Root as an EXPERIMENTAL DNS SERVICE at this time.

Until further notice... The CARIN Network will resolve the ICANN root as the priority over others in the Cooperative Name Space in our effort to maintain Universal Resolvability with the Majority of Internet users.

7) IANA (.arpa & .int)

The CARIN Consortium recognizes all IANA domains, namely .arpa and .int

8) COUNTRY CODES (ccTLD)

The CARIN Consortium recognizes and reserves all two letter domains for IANA designated country codes (ccTLD).

Furthermore, we reserve all three letter cTLD's ending in a number as additional cTLD's for CARIN Member Governments use.
(Example: .ph2 for Philippine use along with .ph)

9) cTLD ALLOCATION

Each Top Level Domain (cTLDs) within the Cooperative Name Space will be allocated on First Come First Served Basis.

aTLDs currently operating within an Alt-Root will be given a priority to convert to the Cooperative Name Space cTLDs before being otherwise allocated.

10) FOUNDERS

The founders of the Cooperative Name Space, the CARIN Network and the CARIN Consortium are established as:

  • Lan Tait
  • Percy Andes Tait

11) FOUNDING MEMBERS

The founding members of the Cooperative Name Space, the CARIN Network and the CARIN Consortium are established as those members in good standing on:

12) VOTING

All members (persons with cTLDs and member governments) shall be entitled to one vote each.

The two founders will be entitled to one vote each apart from the above.

13) FUNDING

Initial Personal Member funding shall be US$100 Application Fee.
Plus US$0.20 per year, per Second Level Domain Registration.

A Minimum growth of two domains per week (100 per year) is expected.
The required minimum payment for the first five years will be based on:
The greater of minimum growth or actual registrations.

Government Members are exempt from funding requirements.

Additional Funding shall be voted on by Members.
Member Governments shall not vote in funding issues.

14) A Government Consultation Group

A government consultation group of government representatives will be responsible for presenting the governments' views and positions on matters for the full membership to vote on. These might involve issues of local law violations or issues that are unique to even a single government or country. For example an internet scam being perpetrated on the citizens of a country.
